Why Scott Technology Group

Built for the way California buyers actually buy.

You need a supplier who is certified, capable, and easy to award to. Here's what you get when you work with STG.

One award, two goals

STG holds both Small Business and DVBE certification from DGS (#16831, valid through January 31, 2029). That means an award to us supports your department's 25% SB participation goal and its 3% DVBE goal, and we qualify for the SB/DVBE Option whether you pull quotes from SBs or from DVBEs.

Authorized by the manufacturers

We're an authorized Canon, Ricoh (including Savin), and Brother dealer, and an authorized reseller under Canon's and Ricoh's CMAS and NASPO ValuePoint contracts. You get genuine equipment, parts, and supplies, installed and serviced by factory-trained technicians.

Local technicians, statewide reach

We're registered to serve all 58 California counties. Our own technicians cover 16 Northern California counties from our Rohnert Park service center, and we partner with Canon, Ricoh, and Brother to deliver and service equipment everywhere else, from Sacramento to San Diego.

Complete quotes. No chasing.

Every quote spells out model numbers, line-item pricing, lead times, and delivery and installation terms, with our SB/DVBE certification and the state forms you need attached. You can evaluate and award without a round of follow-up emails.

Acquisition paths for California state departments

SB/DVBE contracting, explained

Cut the confusion: California SB/DVBE buying in plain language.

California sets participation goals for certified small businesses and disabled veteran business enterprises and gives departments faster ways to award to them. Here's how it works in practice.

  1. Confirm certification. Look up the firm in Cal eProcure's certified firm search. STG's certification ID is 16831, with SB and DVBE status active through January 31, 2029.
  2. Pick your method. Under $20,000, one fair and reasonable quote can do it. From $5,000.01 to $249,999.99, the SB/DVBE Option needs just two quotes from certified SBs or two from certified DVBEs. Larger needs can go through CMAS, NASPO ValuePoint, or a formal solicitation.
  3. Count the participation. Awards to a firm certified as both SB and DVBE count toward your department's SB and DVBE participation reporting.

State buyer FAQ

What is a DVBE, and how do I verify Scott Technology Group?

A Disabled Veteran Business Enterprise is a business at least 51% owned by one or more disabled veterans, with daily operations managed and controlled by disabled veterans, and certified by the Department of General Services Office of Small Business and DVBE Services. STG is owned and run by David Scott, a service-disabled U.S. Marine Corps veteran.

To verify STG, search certification ID 16831 in the Cal eProcure certified firm search. Our SB and DVBE certifications run through January 31, 2029.

Military and Veterans Code 999(b); California Code of Regulations, Title 2, 1896.60 et seq.

Does one award to STG count toward both our SB and DVBE goals?

Yes. STG is certified as both a Small Business and a DVBE, so an award to us supports your department's 25% SB participation goal and its 3% DVBE participation goal.

Executive Order S-02-06; Military and Veterans Code 999.

How does the SB/DVBE Option work?

For goods, services, and IT valued from $5,000.01 to $249,999.99, you can skip advertising and award to a certified SB or DVBE after getting quotes from at least two certified SBs or at least two certified DVBEs. You award to the lowest price, there's no particular format or timing, and there's no protest right. It's the fastest competitive method available to state departments.

Government Code 14838.5; State Administrative Manual 1233; DGS SB/DVBE Option guide.

Can I buy from STG without competitive quotes?

For purchases under $20,000, you can use the Fair and Reasonable method and award on a single quote when the price is fair and reasonable. The State Contracting Manual encourages departments to use this method with certified SBs and DVBEs, including firms that haven't done business with the state before.

State Contracting Manual 15.10.

What contract vehicles can you sell through?

STG sells as an authorized reseller under Canon's and Ricoh's contracts, including:

  • CMAS: Ricoh #3-18-36-0032C and Canon #3-16-36-0027C
  • NASPO ValuePoint (California Cooperative): Ricoh #7-24-70-46-06 and Canon #7-24-70-46-01
  • OMNIA Partners Public Sector and PEPPM for local agencies and schools

We also respond under the SB/DVBE Option and to formal solicitations.

Can STG be the DVBE subcontractor on our prime's contract?

Yes. Primes can meet DVBE participation requirements by subcontracting device delivery, installation, maintenance, managed print, or software work to STG. We perform a commercially useful function on every subcontract and provide the DVBE declarations your file needs.

Military and Veterans Code 999 et seq.

What brands can you supply?

We're an authorized Canon, Ricoh, Savin, and Brother dealer for sales and service. For HP and other common brands, we source through national distributors TD SYNNEX and Ingram Micro. We also maintain the desktop laser printers you already own.

Can you support offices across the state?

Yes. We're registered to serve all 58 counties. Our own technicians cover 16 Northern California counties, and we partner or contract with Canon, Ricoh, and Brother for service everywhere else. Our managed print services support multi-site fleets with centralized monitoring, and through our partnership with Brother USA we can deploy and maintain print devices anywhere in the U.S.

How do you keep printing secure?

We configure hard-drive encryption and data overwrite, secure print release, badge or card authentication, and user-level audit trails to match your department's information security policy. At end of lease, we handle device data according to your requirements.

How does your pricing compare to buying from the manufacturer?

You get the same technology at the same price points as buying direct from Canon or Ricoh, because we sell under their CMAS and NASPO ValuePoint pricing. You meet your SB and DVBE goals at the same time.

How do I request a quote?

Call, text, or email us, or book a Teams meeting with David Scott. Send the model or specifications, quantity, ship-to address, need-by date, and how you plan to buy (Fair and Reasonable, SB/DVBE Option, CMAS, NASPO ValuePoint, or solicitation), and we'll return a complete quote.
